This is the sort of thing though where tweaking where existing subsidies go, or investing in new ones can kick-start a whole economic sector.
If everyone wants a heat pump, and can reasonably afford it w/ subsidies (along with it being required in new builds), that means you need people working to make + install them, across the province, i.e. jobs.
Yeah, you have to spend a bit more up front to get started, but that's how everything works.
